东非原油外输管道EPC项目采购人为中石油管道局，项目资金来源已落实。本谈判项目已按要求履行了相关报批及备案等手续，具备谈判条件。
The project has implemented relevant procedures according to rules, regulations, and laws, as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this Negotiation. The purchaser is China Petroleum Pipeline Engineering Company Ltd.
二、项目概况与谈判范围 Project Overview and Negotiation Scope
2.1 项目概况 Project Profile
东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交货地点 Delivery place
1.中国潜在供应商 Chinese bidders：
国内主要港口天津港/上海港人民币交货价（含13%增值税）
RMB delivery price at major ports（Tianjin/Shanghai Port）in China (Including 13% VAT)
2.国际潜在供应商（非属地）International bidders(Outside China bidders)：
A包，CIF货交坦桑尼亚达累斯萨拉姆港,美元价格；B包，CIF货交肯尼亚蒙巴萨港,美元价格。
PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.
3.坦桑尼亚/乌干达合格属地潜在供应商：Qualified LOCAL BIDDERS OF TANZANIA/UGANDA:
坦桑尼亚、乌干达现场DDP(AT SITE) 美元价格。
Tanzania, Uganda DDP (AT SITE) USD price.
2.4 交货期 Delivery time
供货商提供最短交货期。
The supplier shall provide the shortest delivery time .
三、报价人资格要求 Bidder qualification requirement
3.1 本次谈判 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 报价人须具有独立法人资格，在法律和财务上独立、合法运作并独立于采购人（谈判代理机构）的制造商、代理商或贸易商，对其提供的货物和服务负全部责任。
The bidder must be an independent legal entity, operating independently and legally in both legal and financial aspects, and be completely separate from the manufacturer, agent or trader of the purchaser (negotiation agent). The bidder shall be fully responsible for the goods and services it provides.
3.3 报价人须提供其相关企业资质（包括但不限于营业执照或注册证书等）,具有与本采购项目相应的供货能力。
The bidder is required to provide relevant enterprise qualifications (including but not limited to business license or registration certificate, etc.), and possess the supply capabilities corresponding to this procurement project.
3.4如报价人为中国注册的制造商、代理商或贸易商的，须在“国家企业信用信息公示系统”网站（www.gsxt.gov.cn）未被列入经营异常名录和严重违法失信企业名单；法定代表人或者负责人未被人民法院在“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人；2022年1月1日至投标截止时间，潜在供应商或其法定代表人（单位负责人）无行贿犯罪行为（在“中国裁判文书网”网站（wenshu.court.gov.cn）查询）。
If the bidder is a manufacturer, agent, or trader registered in China, they must not be included in the list of abnormal business operations or serious illegal and dishonest enterprises on the "National Enterprise Credit Information Publicity System" website (www.gsxt. gov.cn); The bidder, legal representative or person in charge has not been listed as a dishonest debtor by the People's Court on the "Credit China" website (www.creditchina. gov.cn); From January 1, 2022 to the bidding deadline, the bidder or its legal representative (unit leader) has no bribery criminal behavior (checked on the "China Judgments Online" website (wenshu. court. gov.cn)).
3.5 财务要求：中国境内的报价人须提供近3年（2022-2024年度）的财务报告（经会计师事务所或审计机构审计的财务会计报表。成立日期晚于要求年份的，从成立年起计算。如潜在供应商的成立时间不足一个财务年度的或成立时间超过一个财务年度但尚未完成该年度财务审计的，须提供公司出具的财务报表（加盖公章）。
中国境内及境外的报价人，需在其谈判响应文件中提供如下承诺函：我公司财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，采购人有权在合同签订前审查我公司完整的财务报告及财务状况，若发现我公司存在上述情况或风险，采购人有权取消我公司的中标资格。
Bidders within China must provide their financial reports for the past three years (2022-2024). These reports should be certified by an accounting firm or an auditing institution. If the establishment date is later than the required year, the calculation should start from the establishment year. If the bidder's establishment period is less than one financial year or if the financial audit for the current year has not been completed, the company must provide its financial statements (with the company seal).
For both domestic and overseas bidders, they must include the following commitment letter in their negotiation response documents: Our company has a sound financial situation (with an asset-liability ratio less than 100%), and we are not in a state of property takeover, bankruptcy, or other closures, suspensions, mergers, or transfers. We do not have entered into liquidation procedures, been declared bankrupt, or otherwise lost our ability to perform. If we are awarded the contract, the purchaser has the right to review our complete financial reports and financial conditions before the contract is signed. If it is found that we have the above situations or risks, the purchaser has the right to cancel our qualification for winning the negotiation.
3.6 其他要求：报价人近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。
Other requirements: The bidder must have no major quality or safety incidents in projects affiliated with China National Petroleum Corporation/China Petroleum Pipeline Bureau Engineering Co., Ltd. in the past three years, and there must be no legal disputes with CPP. A commitment letter is required.
3.7 如供应商为中石油库内供应商，能源一号网入网状态应为：“正常”（仅针对入网企业）。
If the supplier is an internal supplier of PetroChina, the online status of Energy One Network should be: "Normal" (applicable only to the online enterprises).
四、谈判文件的获取 Acquisition of Negotiation Documents
Time of receiving the negotiation documents: PM 4:00 on 09 Jan, 2026 to PM 5:00 on 20 Jan, 2026 (Abu Dhabi time, the same below).

五、谈判响应文件的递交 Submission of Negotiation Response Documents
Negotiation response documents shall be composed of two components, "Technical proposal" and "Commercial proposal”.
The Technical proposal shall be submitted to biddingtechnical3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 30 Jan, 2026.
The Commercial proposal shall be submitted to bidcommercial3@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 30 Jan, 2026. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.
The overdue delivery of the negotiation response documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
