Tendering Documents for Pipe of Metering Stations Project of Bakhrabad – Meghnaghat - Haripur gas transmission pipeline.

一、Tendering Conditions
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd.
二、 Project Overview and Tendering Scope
2.1 Project Profile
The project includes the design, procurement, construction, and commissioning of three metering stations along the BMH natural gas pipeline. Among them, the three measuring stations have measuring capabilities of 2 300 MMSCFD and 1 600 MMSCFD, including processes, machinery, piping, instruments, anti-corrosion, equipment, and power materials. The project is owned by Gas Transmission Company Limited. (GTCL). The construction period is 510 days.
2.2 Scope of Supply
For the materials to be procured by the present tendering, please refer to the table below.

2.3 Delivery place
CIF货交孟加拉吉大港，美元价格。
The Goods Shall be quoted CIF Bangladesh Chittagong Port, USD Price.
2.4 Delivery time
The bidder shall provide the shortest delivery time. The bidder shall delivery to the Buyer's designated location no later than 1st Aug, 2025.
三、Bidder qualification requirement
3.1 
Bids from joint venture are not accepted.
3.2 
Tenderers must have the status of an independent legal entity, operate independently and legally in terms of law and finance, and be manufacturers or traders that are independent of the procurement requester (procurement implementer). Manufacturers or traders registered in China are required to have the qualifications for goods import and export.
3.3 
Tenderers shall provide the manufacturer's special equipment production license (for the manufacture of pressure pipeline components). The SMLS steel pipe manufacturer must be a supplier with normal network access status of petrochina Energy Network No. 1, and the SAWL steel pipe must follow the short list of the owner, the short list is detailed in Attachment 9- List of suppliers.
3.4 
Tenderers shall provide evidence of supply performance for similar project products since January 1, 2022. Valid supporting materials shall be provided. The copies of contracts provided shall include at least the following: the cover page, the page with signatures and seals, the key pages containing the buyer's name, material name, specifications and models, quantity supplied, and signing date. The copies of contract invoices provided shall include at least one invoice corresponding to the contract.

Tenderers shall provide a complete financial report for 2023 audited by an accounting firm or an audit institution (which must be signed and sealed by a certified public accountant). The content of the financial report shall include at least the balance sheet, cash flow statement, and income statement.
Tenderers should be in good financial condition (with a debt - to - asset ratio of less than 100%). They should not be in a situation where their property is under receivership, bankruptcy, or other circumstances such as closure, suspension, merger, or restructuring. Tenderers are required to promise that they are not in the process of liquidation, declared bankrupt, or in other situations that would lead to the loss of their performance capabilities. (Tenderers need to provide a commitment letter stating that there are no such circumstances in their response documents.)
If a tenderer wins the bid, the procurement requester has the right to review its complete financial report before the contract is signed. If it is found that the tenderer has the above - mentioned situations or risks, the procurement requester has the right to cancel its bid - winning qualification. Tenderers need to provide a commitment letter in their response documents indicating their acceptance of the above - mentioned terms.
3.6 Credit requirements (Applicable to Chinese Bidders):
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn).

In the past three years, the bidder has no major quality accidents or safety accidents in the projects of CNPC/CPP, and has no legal disputes with CPP, and needs to provide a letter of commitment.
The bidding supplier has not been blacklisted, suspended or disqualified as a bidder by China National Petroleum Corporation (CNPC)/China Petroleum Pipeline Engineering Co., Ltd.
四、Acquisition of Tendering Documents
Time of receiving the tendering documents: 9:00 AM on 28 Mar, 2025 to 5:00 PM on 02 Apr, 2025 (Abu Dhabi time, the same below).

五、Submission of Bidding Documents 
Bidding documents shall be composed of two components, “Technical Bid”, “Priced Commercial Bid” 
The Technical Bid shall be submitted to bidding@enlinkenergy.com before 9:00 AM (Abu Dhabi Time) on 08 Apr, 2025.
The Priced Commercial Bid shall be submitted to bidprice@enlinkenergy.com before 9:00 AM (Abu Dhabi Time) on 08 Apr, 2025 The Priced Commercial Bid shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com.  
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the designated email ID.
