Chapter 1 Prequalification Announcement

1．招标条件Tendering Conditions
阿联酋液化天然气输送管道项目招标人为中国石油管道局工程有限公司，项目资金来源已落实。现为油气管道项目旋塞阀进行资格预审及初选，特邀请有兴趣的潜在投标人（以下简称申请人）提出资格预审申请。
The tenderee of the ADNOC LNG gas transmission pipeline project is China Petroleum Pipeline Engineering Company Ltd . The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. . Now we hereby invite your esteemed company to participate a pre-qualification for Manual and GOVActuated Plug Valve bid which described in Section 2.2 (Scope of Supply). 
2．项目概况与招标范围Project Overview and Tendering Scope
2.1 项目概况 Project Profile
ADNOC Gas计划增强现有的管网设施，以满足未来潜在用户在极限条件下的供应需求，并满足未来的需求增长。作为管网增强计划的一部分，ADNOC计划建设新管道，将气体从RLPP（位于Habshan 5的Ruwais LNG预处理厂）输送至Ruwais LNG工厂（RLNG），利用HGCP的ESTIDAMA压缩机来完成此气体传输。
As part of the enhancement of pipeline network, ADNOC Gas (AG) intends to build following new Pipelines and associated facilities to supply Pre-Conditioned Gas from LPP (LNG-Pre-conditioning Plant at Habshan 5) to Ruwais LNG Plant (RLNG) utilizing ESTIDAMA Gas Compressors at Habshan Gas Compression Plant (HGCP)。
2.2 招标范围 Scope of Supply
本次资格预审采购范围为旋塞阀（手动及GOV执行机构），见下表。
For pre-qualification to bid for Manual and GOV Actuated Plug Valve, please refer to the table below.

注：详见附件1，最终采购数量以设计最后确认的数据单为准
Note：Refer to Appendix 1 - Technical Files for Manual and GOV Actuated Plug Valve, the final purchase quantity shall be according to the data sheet confirmed by the designer and approved by the Buyer. 
3．申请人资格要求Applicants qualification requirement
3.1 本次资格预审要求申请人具有独立法人资格，在ADNOC批准的标段物资供应商名单内；在法律和财务上独立、合法运作并独立于招标人（招标机构）的制造厂商或其在阿联酋境内并经ADNOC批准的代理商；有此项目的专业生产、制造、安装、调试能力，对其提供的货物和服务负全面责任。申请人财产状况良好，没有处于财产被接管、破产或其他关、停、并、转状态；在最近五年没有与骗取合同有关以及其他经济方面的违法行为；在最近五年有良好的销售业绩和履约记录。
The Applicants shall be a manufacturers or their local agent in UAE which is also on the vendor list approved by ADNOC. The Applicant who possesses independent legal personality, has independence in law and finance, operates legally independent of the tenderer (tendering agency), and shall take full responsibility to the goods and service.
3.2 本次资格预审不接受联合体资格预审申请。
Applications from joint venture are not accepted.
4．资格预审方法Evaluation of Applications and Prequalification of Applicants
本次资格预审采用合格制。通过资格预审必要合格条件标准的投标申请人方可参加资格预审综合测评，申请人实质响应资格评审要求并通过资格综合评审将被邀请提交投标文件。
The prequalification adopts pass/ fail method. Applicants who pass the mandatory qualification criteria for pre-qualification can participate in the subsequent comprehensive evaluation of pre qualification. The applicants who substantially meet the qualification requirements and pass the comprehensive evaluation will be invited to submit a Bid.
5．资格预审文件的获取Acquisition of Prequalification Documents
5.1有意向的投标申请人可自2025年6月3日起至2025年6月7日联系获取，联系方式如下：
Time of receiving thePrequalification Documents: 9:00 AM on 3rd Jun, 2025 to 17:00 PM on 7th Jun, 2025 (Abu Dhabi time, the same below).
Those who intend to participate in the Prequalification, please contact with Ms Zhao Rui to obtain the prequalification documents.

5.2 资格预审文件免费下载。
Pre-qualification documents are provided free of charge.
6．资格预审申请文件的递交Submission of Prequalification Application Documents
6.1 资格预审申请文件须于2025年6月10日上午9:00（阿布扎比时间）前提交至biddingtechnical4@enlinkenergy.com。
Prequalification application documents shall be submitted to biddingtechnical4@enlinkenergy.com before 9:00 AM on 10th June, 2025 (Abu Dhabi Time)
6.2 逾期送达或者未送达指定地点的资格预审申请文件不予受理。
The overdue delivery of the Prequalification application documents will be rejected, and the delivery time shall be subject to the time of designated email ID. 
7．资格预审申请确认Confirmation on Invitation to Application
Please acknowledge receipt of the Invitation to Application and advise Bidder’s intention concerning this invitation by completing and returning the attached Acknowledgement and Intention to Application by email before 5:00 PM on 7 Jun, 2025(Abu Dhabi time).
